Technical Support:
In most school districts technical support is centralized at the district level. The ratio of PC’s per technician can be ten times higher than found in commercial environments. As a result, when a machine breaks, there is a triage process that must occur. Justifiably, the administrative machines, those used to actually run the enterprise, are given top billing. Machines that exist in the classrooms, labs or libraries must wait until time and or budget is available.

Donated/Mandated PC Technology:
It is not uncommon for schools to be the recipients of technology that comes to them as a result of legislative mandate or through well intentioned philanthropic efforts. However, when technology is forced into an environment where the infrastructure and technical expertise are not able to handle it, the technology does more harm than good. The machines are visible but not available. Efforts to reduce the “Digital Divide”, especially in the low income schools, are not bridging the gap. These efforts are like laying a wooden plank across a canyon. What is needed is a bridge, with rails, supports, and structure.

Unequal Skill Levels:
Though we have a tendency to think that children in general have higher technical capacity than adults, the fact of the matter is that their skill is more prevalent in the “Game-boy” arena than in the PC arena. However, student’s who do embrace the PC environment, have a tendency to do so at a very high skill level. For the PC capable kids who care about education, the PC is a tool for good. For the PC capable kids who do not care, the PC is a tool for exploitation.
